Implementation of the Prosperity Act: State–Municipal Cooperation in Integrating Welfare Services for Children and Families

Abstract

The Act on Integrated Services in the Interest of Children’s Prosperity (Prosperity Act) entered into force on January 1st, 2022. The Act reflects the legislator’s emphasis on early intervention in matters concerning children and families, promoting collaboration among service providers across professional disciplines and administrative sectors. This study examined the implementation of the Prosperity Act, addressing (1) how the implementation has progressed, (2) the allocation of roles among service providers, and (3) which supporting projects and processes have developed during the implementation. A qualitative design was employed, combining descriptive analysis of existing policy and implementation data with four expert interviews to deepen insights derived from the document analysis.

Findings indicate that during the first four years of implementation, a strong foundation was established for holistic cooperation among key actors in the lives of children and families. Administrative restructuring, revised division of responsibilities, increased dialogue and more targeted collaboration, created opportunities for integrated services, placing early intervention and children’s prosperity at the forefront. The four innovative prosperity municipalities reported positive developments, noting that continued efforts are needed to build a shared understanding of the law’s interpretation, clarify the roles of service providers, and further support interagency collaboration.

During the implementation period, substantial educational initiatives were carried out, work processes were developed, resources were mobilized, and several support projects were launched. These initiatives provided enhanced support for children within school settings, parent education, and the introduction of relationship- and trauma-informed approaches in inclusive school and leisure activities.
